    Departments are all done via the ingame MDT, you will need to try setting your GTA resolution to default to see if you can type in the MDT to get into making a department.

    Try updating to the latest hotfix and also make sure your on the up to date server artifacts. I have not had this so not much I can help with sadly.

    It is disabled when FivePD is active. Disabling FivePD is the way to have them chase you again.

    Hey! Like said above the server must reach the internet. Make sure you have nothing blocking incoming or outgoing connections. If your using a host I would ask them to make sure.

    Hey! With the release of FivePD 1.2 there is now no need for mysql and you can use sqlite. I would recommend you follow this video I made: 
    But make sure to not do the database step and just use sqlite.

    Please update to the version released a few min ago. Also on zap after install make sure to go to FTP > and click SET FTP PERMISSIONS

    Just tested locally and they are working fine for me. I HIGHLY recommend taking videos of any issues with my callouts and sending them to me, without that I can't even start to see what's wrong. 
    Secondly in that image you have the dll and config in the same place, you should have them inside a folder like this: (using a test callout pack as example)

    You must import the .sql file or nothing will work in the resource. It's a required step.
