Speeding Vehicles

If it's possible as a plugin, I think the possibility of a speed vehicle on highways (or city streets) would be great. Right now, most, if not all cars stay well below the limits. Not sure that this should be a callout, as you don't really want a direct waypoint on the vehicle, more so just the chance of it happening

Tested just the Realistic Traffic portion of the script and I've noticed somewhat of a difference with traffic on the highways, they're definitely speeding in non-industrial vehicles but it's not every single personal vehicle.  I haven't noticed a pattern but there may be one.  Will definitely help with not sitting on the shoulder for ten minutes waiting for a speeder.

One thing you can currently do with FivePD (although it would require another player up the road) is initiating a traffic stop and having it turn into a pursuit, but not pursue. Leave the stop open, and that car will be your speeder. Sometimes FivePD will also generate reckless drivers as an ambient event. Locals do drive way too slow on Joshua Rd for it being a 50 mph zone.
