FivePD only working for one person at a time

Hi, so I have an issue with my FivePD. When me and my friend are in a server, he can use FivePD when he spawns in and I can't. But when I restart fivepd with F8, I can use it and he can't. Any ideas on what could be causing this?

If you're both on the same network can one of you try using a VPN and see if that resolves the issue?
