Answered. The developers are aware of this issue and working on a fix there is no ETA.

Does anyone have any idea about why my FivePD dispatch is so buggy? If im in on my server alone everything seems to work just fine, until a player joins the backup services (tow truck, ambulance, and coroner etc) just turn up and stand there and do nothing.

As per the red banner at the top[ of the screen that says "Please read before opening a support thread" yes we are aware of these issues and are working on a fix. Currently there is no ETA for this fix as it will come with the next update of FivePD which as stated in in the November News Update, involves an entire rewrite of the FivePD codebase.
