Can't get loadouts to become available based on department.

I tried to make a certain loadout only accessible for the rank CHIEF OF POLICE, and only for the department LSPD. I tried to title the department in the Fivepd Config editor both Los Santos Police Department and the number "1". None of these worked for my friend who is not an admin. He always got the loadout if he had the rank CHIEF OF POLICE and it didnt matter what department he was in. Any help with this would be awesome.
