Call outs aren't working

Whenever I accept the callouts it just spawns the scene to my location. Ex: prison bus stolen call out - when I hit Y it spawns the prisoners right next to me. No error codes put up on server logs 

 

Please help I love fivepd and it was working pretty well until this recently started happening . Makes the game unplayable .

Can you link the specific callout pack that has the stolen prison bus callout?
