Police transport different districts?

So I looked every where for something to lead me or show me in the right direction but I haven't ran into anything. Does anyone know or have a way to make it so when in the county (Blain County) only a Sheriff unit will respond as transport and same with in the city?

You can't, if you have multiple cars set for prisoner transport to come and pick up the prisoner it's choose randomly which will spawn.
