Downloading Issue

Hey, I was jsut attempting to download Walters OSHP pack and It along with any file on the whole site says, "Sorry, You do not have permission to download this file." I have a full registered account and was able to download stuff before, can you please help?

If so, please make sure you're logged in and not using a VPN. 
The file itself is public and ready to download.
