[Request] How to lock colors of vanilla vehicles?

You'd need to edit the DFF using 3ds Max or zModeler. You'd have to essentially template/UV Map the body so that there are no parts with the random colors left. This is the quick-n-dirty way to get that done, but it's not the proper way to do it.

If it's about spawning and not completely locking them;

You can change what color a vehicle spawns in with the carvariations.meta. 
But, as said above, if you want to completely take away the ability to repaint the vehicle, you have to edit the mappings.
