Can't see the same people as my friend

Im trying to play FivePD with my friend on a server i created. But there is a problem. We go to the callouts we're assigned to and we're the same department. But when we get there, he sees many more people than i do. How do i fix this? It feels like the callouts are client sided or something.

if this "issue" occurs with public callouts not made by FivePD, you will need to contact the Callout Developer. However this more so sounds like a bad syncing via the clients, are you currently using OneSync?
