fivepd loading but cant do anything in it

I installed five pd and at first everything was working but i cant seem to be able to pull people over or get dispatched to any calls. Also when i am loading up my server i get this weird text im not too sure what it is.

Are you sure that you're in service and in a department?

 

Also, have you installed any community-made callouts or FivePD related resources?

@Smanbg i havent installed any community mad callouts what do you mean in service and a department i just hit f11 and go on duty

nevermind i figured it out im still getting some error messages but fivepd is working
