so i need help with fivepd. the loading screen of the server is fivepd based but i press F11 and nothing happens, all the uniforms are random and broken in eup as well

Does your consoles show that FivePD has loaded? FivePD has no affect on uniforms/EUP/vehicle models, and vice versa. That issue is unrelated to FivePD.
