Not able to download anything off GTAPM

I was installing a file, and all of a sudden it cancelled, and now my account is not able to install any file anywhere on the site. I made an alt to see if it was my account or for the overall website, and the alt account worked fine for a few minutes and then it just stopped working as well. Anyone know why this might be the case?
