FivePD Admin Menu / Arrest Other Online PEDs

I went into a server, can't remember the name, and the admin was able to arrest/cuff me, so i couldnt pull out weapons or open doors. 
I can't find anything like that online. How can I arrest/cuff ONLINE players? They are causing havok in my server and using GOD MODE. Would not like to make the server private.

You can't arrest other players with FivePD, only AI.
