Run Names Without ID

So, when handling parking violation calls or illegally parked calls, because the ped isn't there to ask for ID, when trying to run the name thru MDT or using Dispatch Menu, it won't run the ID check. It makes the parking violation callout useless if we can't write a citation for it. Also, would be nice to be able to write a citation for the vehicle, not just the ped.
