Player specific certifications

The ability for department heads to certify specific department members in multiple of specified vehicle types and weapons. for example lets say you have an officer that's exceptionally good at high speed, they can get a specialized interceptor cert and be allowed to spawn that specialized interceptor but keep within the standard officer ranks instead of having to do a system where you have a "Officer" and then a "Officer - Interceptor", "Officer - Weapons" "Officer - Interceptor Weapons" etc etc etc.
