Ped obvservations

So I'm not even sure if this is possible but I think it would be cool to add something similar to like what LSPFR does when you walk up to a ped in a car, where you get the smell of alcohol, or other observations. So you don't just randomly breathalyze people on every traffic stop. I get you don't have to but I think it would be a nice addition to the mod.
