Discord Integration - Manual Generation of Callouts

The idea behind this is that if a community has an out of game dispatcher, the dispatcher could manually generate call outs and assign officers to said callouts via discord commands. 

I suppose this idea could also be taken a step further to eventually adding complete out of game dispatch support to where dispatchers could mark units on scene, available, on a traffic stop, etc via either discord or potentially some sort of web-based CAD that integrates through FivePD.
