Department Management [In Depth]

The following items I'd like to see added to expand the Department Management system for Admins;

- Ability to (in-game) promote Members, Manage the Departments and ranks better.
- Ability to upload from Computer images, backgrounds etc for departments.
- Ability to quickly manage all items through an Admin panel in game.

- Notification on EXP earned (toggle-able)
- Notification on Promotions
