Be in Multiple Departments at once

So the main goal is for friends only servers who want to be able to patrol different departments whenever, is make it where someone can be in multiple departments at once, and they can switch back and forth from which one they are on duty in, and maybe something in the config that sets the limit of departments someone can be in, so that way for people who want it where someone can only be in one department, that's still possible.
