Admin Perms

So i thought what if you guys added like an admin menu so like server admins can remove the Blips/Props cause some people just troll and when we take action, and they leave the blips/props stays, and we always had to restart the resource idk if that is going to be fixed in the next update.
Cooldown i think maybe adding the option for the code 99, and you can disable it so server have the flexibility of turning it off or on and setting there own cooldown as some people spam it and can be annoying sometimes
