Add an option in the config.json to toggle the control help page.

My community uses a plugin that has a custom welcome screen for new players when they join the server. The control and Fivepd information page will not allow them to click out of that page with custom welcome screens or with multi character selection screens. It would be nice to allow server owners to disable this control screen in their configs.
