Good morning. This is a Federal Signal Pulsator siren. I don't think this siren was ever done for GTA, or if it was I cannot find it.
There is no provided .rpf, only raw files. You will have to do those yourself. Please do not ask me.
This siren was used by agencies like the New York City Police Department, Los Angeles Police Department, Kansas City Kansas Police Department, and the Chicago Police Department. The "Pulse" sound comes from a little flap on the inside of the siren that goes from a closed to open position.
I would've loved to do the start kick of it, but if I did it would not loop properly. That is also way when the siren starts, its at the peak of its wail. I'm sure I could've probably done it where it starts at a low point, but considering you'll only hear once when the siren turns on, you can deal with it.
