You know what? I was debating adding something like this to my game cause Fire Police and cause i'd like to restrict Emergency vehicles in-game, but I wasn't sure if it would even make sense since then Emergency could access the CAD. But I suppose if I just limit what they can do with rules or whatever....this can work. I will take this as a sign to proceed. Thanks!
