You need the asi loader in your main GTA IV folder. What does the error say?

Try running the game as adminstrator, also, try downloading dsound.dll and putting it in the main GTA IV folder. I just remembered that TCS needs dsound to run.

GTA IV FATAL ERROR: XNetStartup failed - Please re-boot your system and/or re-install the game. 10093

Oh and I already have dsound.dll it came with the mod.

Now my game crashes every 10-15 minutes, this game is so complicated

Make sure that you have the most updated versions of your graphics drivers, DirectX, and Microsoft .NET Framework.

yeah i do, do you have Traffic Control System along with Traffic Flow v5?

Neither, I'm only using TrafficLoad. I just know about TrafficControlSystem and TrafficFlow because I used to use them before TrafficLoad came out.

Well I reinstalled my game and started again and I found out that ELS V6 was the problem, I edited the .ini and it's working now, and TrafficLoad works like a charm with a few custom cars in-game, I have textures problems after a while but it's not that bad.

From all the taxi problem fix mods that Ive been played with this is the one which gives best results thus much less pop up in the graphics. Good work!

work great, just caused low-res textures to be loaded and world items NOT to be loaded on latest version :(

I'm having issues getting Trafficload to work. I have GTA version 1.0.4.0, and It doesn't seem as though the mod is being loaded. Below is a screenshot showing the relevant files I have in my main GTA4 directory. I also have FileCheckFix.asi in my main game directory as well. Any suggestions?
