[TUT] How to use and change ELM 9.1 sirens

Thanks for the tutorial but i have a problem.I enabled the Custom Siren, volume is at max level, Dual Mode is enabled too and i tried the brackets and letters for the activate and S/W Tone functions but i can't hear any siren in-game.I have that folder CLEO as it was installed, i didn't modify anything.
I have Windows Vista 64-bit, CLEO 4, GTA 1.0 , Lights are working fine so i can't figure out what's the problem.Do you know something about this problem?

If you are trying to use the sirens in SA-MP 0.3d/e it wont work because ELM needs to be updated.
