[WIP] Des Moines PD Skin

Pop open your favorite CVPI model in TXD workshop (be sure to set TXD Workshop to run as administrator), go down to LV_Copcar (or something that sounds similar, it will be either 1024x1024 or 2048x2048) and select it, then at the top select Import (there's a row of buttons), pick your image file and select OK, wait for it to import (it might freeze in the process, let it sit for about 30 seconds and it'll unfreeze) then save archive and you're done.

That's what I tried, but it screws up the picture (makes it all crooked like) after I save then reopen the new skin...
