AFAIK, it's the same like cars, just you move the Hat to the ped's head, and then you connect the hierarchy of the Hat to the Ped. Well then in the .txd you add the texture of the Hat. Hope this help.
I know that you can add objects to vehicles in 3ds max by importing the object and linking it to the chassis_dummy and all, but is there any way to add an object to a ped? for example, adding a police hat to a police ped. How do I go about doing that?

I gave that shot, but I mean, is there a certain part of the ped it has to be attached to in the hierarchy? For example, I was tought that you HAVE to attach a car part to "chassis_dummy", or can I just attach it to any part of the ped?

However my issue is that 3ds restarts and pops up error messages after I make sure the "A" is selected. That should answer your question however.
