It is not required to be logged in to download a file, however this would have to do with your cookies. Odds are something in your settings is preventing gpm from saving your session cookie in your temp files. In IE you need to change your privacy settings. If you have another browser then google "allowing cookies in (your browser)" and im sure you can find a tutorial.
