How did you manage to get the police officer to arrest the suspect?

@lcsoman0117 - True but ironic, I laughed so hard when it said "Not Valid", what kind of Company hires an unlicensed driver? XD..

I pulled up behind the Taxi Cab, that was already stopped behind the car, I initiated a Traffic Stop (Shift) and I came to a rest behind the vehicle, I walked towards the driver window, and asked him for his ID, it came back "Not valid", so I pressed "Y" for him to get out of his vehicle, I began a search on the subject (ALT + R) and it came back "clean", how ever since it was an accident, legally I had to detain the Driver, so during the search I pressed "ALT + H" and I walked into the waypoint infront of him, then I walked behind him, and then I arrested him. After that I walked up to the silver sports car and asked the driver to step out (I jacked him), once he got out I did a search on him (ALT + R) and it came back with some Credit Cars, which then related to Drugs, so I pressed "ALT+ H" and stepped into the waypoint, I then walked behind him, and my car as normal, reaches for his arms and pulled them behind his back, I took this image before he began to move the hands to the back, to cuff him.
