Ok, I know this is posted on about every forum you can think of BUT I wanted to post my specs and what I am doing.
For the most part GTA IV gets all the way to the first 2 legal screens then goes black, crashes to the desktop and just says it has failed.
I have the Steam version, All updates are in place, LCPDFR and ELS are up to date.

I had the same problem. For me the reason was ENB Series (I installed settings from older version to newer). The second reason are wrong scripts...

Can you specify on wrong scripts and do you have a link for the current ENB Series

I dont think I even have ENB Series installed

ENB DOES NOT RUN ON 1070! as for your crash, its a possible script hook problem. or you installed something half cocked

I used the automatic installer and patch for LCPDFR and ELS I followed the Read me install on it.

dont tell me...you ran the LCPDFR installer first....then you installed all the ELS files including scripthook right?

I actually did ELS then LCPDFR.

I dont see any reason why its crashing...are you running in admin mode?

I know I had in a way the same problem, but when I got to the Loading saved file screen it crashed suddenly, turns it out it was my scripthook(Was 5.1.0 and I was on patch 4, so ya) I got rid of scripthook and it solved the problem. I later updated to patch 1.0.7 , I know I had the same exact problem again but this problem was the same as yours. I think I solved it by replacing the filelist.pak. But one question, did you recently update, and have you tried removing the scripthook file?
