Am I able to remove the glow of the sirens, you know when you press H and you get the blue and red glow, if not.. can I change it?

Non ELS enabled vehicle but if you do use ELS on that car... yes it's possible but actually not. You can also have only red or blue glowing lights. Or if you use an ELS enabled vehicle, you could only press ''h'' (auto off) and you wont get the lights.

Yes you can, I used a program a while ago, but I can't remember what it was called. All it did was remove the light glow, but that means that cops will just have a siren and no lights.

I remember the program.. it was San Andreas Limit Adjuster.. It does not work with Stream Memory Fix, however, and it is really buggy. I wouldn't advise using it.
