ELM Menu doesn't appear!

The thing is, I have CLEO 4, with like 5 more mods, and now i got the ELM V9 but when i press f11 the menu wont appear. I tried changing the menu button with the Config Tool but still doesnt work. The only thing i can do is to flash the lights and use the original siren. Please answer fast and thank you!!!

This is cause because you dont have american.gxt in your text folder. Drag it from the ELM folder and put it in your "text" folder in your San Andreas Directory.
