In cargrp.dat, I changed the POPCYCLE_GROUP_COPS line to the following:

police, pstockade, polpatriot, noose, predator, pstockade, nstockade, fbi # POPCYCLE_GROUP_COPS
Strangely, this did not seem to stop police2 from patrolling the city, but at higher level pursuits Police Stockades start showing up. Though the Police Stockades don't seem to be very common during vehicle pursuits, if you get into a shootout with police, it's not long before police stockades start showing up and the area is swarming with SWAT.

I need to test it more, but it seems to drastically improve SWAT's response time and regular police rarely show up during high-intensity shootouts.

After some more testing, it seems like the police response is a little erratic. Police cruisers sometimes arrive instead of stockades, and though switching both police and police2 with pstockade in cargrp.dat fixes this, it also seems to make the police stockade the primary vehicle in car chases. Police stockades will respond even in one star pursuits, but in GTA IV a one star crime can range from being rear-ended by a police car to throwing a live grenade into a crowd of pedestrians. In addition, police stockades spawn with regular cops instead of swat until swat is spawned through another method, such as Noose Stockades arriving, cp702's Traffic Spawner or simply spawning M_Y_SWAT via the console.

IMHO, despite these problems it's still better than being able to gun down dozens of cops before a single Noose Stockade arrives. I'll continue looking for solutions, but I have a feeling that the only way to improve this would be through the use of scripts. AngryAmoeba's Arrest Warrant, cp702's Traffic Spawner or some sort of blend of the two could be a good start. I have a fair amount of programming experience (mostly C++ and Java), but I'm a bit out of practice and have almost no knowledge of GTA scripting, so I'm not sure what is possible.
